The Operation started with the Decree-Law n. 152 of 2nd May 1995 that established the employment of the Armed Forces in the Provinces of the Region Apulia "for the safeguard of specific targets in fighting the racquet" as well as "for the control of the maritime boundary", in order to permit a wider control of the public order and guarantee the security of the citizens. Also in this case, the personnel had the status of "Public Security Agent" and so it was authorized to proceed with the identification, the preventive detention, the search of suspect individuals as well as the requisition of materials.
The soldiers were 500 units, that is a contingent at the level of regiment, belonging to the Pinerolo Brigade (that was in Apulia), in order to control the coastal zone considered more insecure, in particular between Brindisi and S.Maria di Leuca.
As it was occurring in Sicily, the operation command was entrusted to the Southern Military Region Commander that defined the activities to carry out following the guidelines of the Prefect of Bari; he was supported by the Pinerolo Brigade Commander in the Operational Control of the forces employed.
The activities were managed by an Operations Room in the Prefecture of Bari where the representatives of the Police Forces and of the military units employed in the operation collaborated.
