The emergency of the waste in the Region of Campania led to the adoption by the Government of urgent measures. The Ordinance n. 3639 of 11th January 2008 by the President of the Council of Ministers established the intervention of an Engineer Corp's unit since 12th January 2008, in order to carry out operations of picking up and transporting the Municipal Solid Waste. Since the state of crises persisted, the Government issued the Decree-Law n. 90 of 23rd May 2008, "Extraordinary measures to face the emergency of the disposal of the waste in Campania and further regulations of civil protection": it called for the employment of the Armed Forces in an operation of support to the Civil Authority called "Clean Streets", officially started on 10th June 2008 with the following tasks:
- surveillance and protection of the sites, along with the Public Security Forces;
- preparation of the construction sites;
- guarantee the operation of the sites and permitting the regular cycle for the management of the Municipal Solid Waste.
Since the beginning of the operation, 848 142 controls have been carried out on the vehicles; 36 785 tonnes of waste have been spilled out from 8th January 2008 to 5th April 2009 and 2 000 tonnes of waste in 2011 during the "Clean City" Operation.
