The economic and social problems in the Balkan State determined an exodus that in 1991 could enlarge: along with the 30.000 refugees in Italy there were others ready to raise anchor. The Italian Government decided to offer the first humanitarian supports to Albania in order to discourage the immigration and repatriate the refugees that reached illegally the Italian coasts. The mission aimed to provide the emergency helps from the Italian harbours of Durazzo and Valona to the Albanian storehouses, but also to ensure the health assistance and the distribution of medicines to the Albanian population of the two cities. In a first phase (September 1991 – March 1992) the vehicles of the Operation "Pelican" guaranteed the transport of 90.659 ton. of goods sent from Italy. In the second phase of the mission, some helps from the European Economic Community (March-September 1993) were distributed, followed by other tranches of Italian helps (Pelican September-December 1993). Also the Logistic Battalion "Carso" and the Logistic Battalion "Acqui" participated to the mission, carried out by logistic units of the Army.
