Since the end of 1998 in Albania there was a continuous flow of refugees from Kosovo, after the Serbian repression. In view of that human tragedy, the International Community in general, and Italy in particular, offered solidarity and assistance. The Atlantic Council approved the creation of a military contingent that had to be deployed in Albania with humanitarian tasks. A multinational Force called ALBANIAN FORCE was employed in the Operation "Allied Harbour". Italy provided a significant contribution to the Operation with the Alpine Brigade "Taurinense". The deployment of the NATO Forces in Kosovo and the consequent return of the Kosovo-Albanian refugees determined the end of the mission "Allied Harbour" on 31st August 1999.
